Police warning to dog owners after suspicious behaviour

Residents raised concerns from two men and a woman in the Burnley area looking into gardens and talking to the family dog. When challenged by the dog owner the group were said to have quickly walked off.

On another occasion a man and woman were seen near to a house where a litter of puppies were residing but have recently all moved on to new homes.
