The Daily Mail suggest officials at the Department of Culture, Media and Sport have put proposals to the Cabinet Office for spectators to attend games, providing Covid-19 infection rates are down in those areas, when a second national lockdown ends on December 2nd.

When the initial lockdown was ended, supporters of clubs below National League level were allowed to attend games, up to a certain capacity, with criticism that the 'elite' levels above have had to play on without fans, while people could attend cinemas and a concert at the Royal Albert Hall, or even watch games within some clubs' bars or executive facilities, with the curtains closed from the actual match being played out behind a curtain.

Should supporters be allowed back through the turnstiles, they would be socially distanced, with capacity restricted.

Sportsmail suggests 'under the new DCMS proposal, fans in tier 1 and 2 areas would be allowed into grounds, subject to certain conditions. However, it is unclear which grounds would fall into the lower tiers as ministers consider a new four-tier system with a different set of rules when the nationwide lockdown ends on December 2.'

Burnley fans have been unable to see their team in the flesh since hosting Spurs in a 1-1 draw in March.
