Should cyclists have to take out insurance like motorists?

We’re asking if cyclists should be forced by law to take out insurance, just like motorists who get behind the wheel of a car or travel by motorbike.
With more and more people taking to two wheels to avoid rising fuel costs and to try to get fit, should cyclists be made to take out third party or fully comprehensive insurance to cover them for accidents etc.
