Burnley alley-gating schemes to be reviewed

Burnley Council currently operates 146 such arrangements to deter fly-tipping and other anti-social behaviour.

Of these, 101 are operated under individual Public Space Protection Orders.

Burnley Council’s executive will tonight be recommended by officers to streamline the system into a single borough-wide PSPO.

A report to the senior councillors says: “There has been consensus across districts that the appropriate way to address gating going forward is adopt a single order to streamline the gating project.

“Every scheme that has been established as a PSPO will be incorporated under the proposed order.

“This amendment will not affect the day to day management of alley-gate schemes.

“A review will be undertaken to improve community engagement at the ward level to assess good practice and compliance. It is also the intention of this work stream to identify failing schemes and to look to utilise this resource elsewhere.”

The remaining 45 schemes, established under earlier legislation will be unaffected.
