Plan to convert Burnley workshop into café bar

The scheme involves part of the front part of the ‘arches’ building that fronts on to Bank Parade. To the immediate rear, is the ‘Stackhouses’, which is a three/four storey stone-built building of ‘upside down’ houses that served the former docking area on the River Brun, which is now abandoned.

The 'Stackhouses' is a listed building but does not form part of the proposal.

A Heritage statement supporting the applications states: "This building is not of high-quality construction and is representative more of a warehouse-style construction than would be more formal or impressive buildings, such as the Stackhouses to the rear and as such does not have high individual heritage significance

"It has corrugated sheet roofing with large roof lights. The frontage onto Bank Parade however has distinctive brick archway openings, which are full height. These features make a contribution to the character and appearance of the conservation area reflecting the industrial heritage of the locality.

"Conversion of this part of the building to a bar would not result in any harm to the significance of the building, which is confined to the arches on the front elevation on Bank Parade and these are to be kept as part of the proposals.

"The scheme would have a positive effect to the conservation area by making use of an underused building and bring night time activity to this central area."
