Burnley’s much-vaunted Local Plan, which will be discussed by councillors in meetings on Monday and on March 29th, has seen the prospective numbers of houses reduced from 2,757 to 2,483.

The largest site, in terms of the number of houses, remains the sites of the former Ivy Bank and Habergham High Schools where it is now expected 250 homes could be built, down from the original estimate of 300.

Red Lees Road in rural Cliviger could house 125 new homes according to the plan.

Other sites earmarked for large numbers of houses include the former George Street Mill (143) and Higher Saxifield in Harle Syke where 120 houses could be built.

In Padiham, the former Perseverance Mill could accommodate 56 new homes.

Other sites, which have attracted controversy, are land at Hollins Cross Farm, off Glen View Road, as well as nearby Rossendale Road.

Burnley Council has kept the Hollins Cross Farm site on the Local Plan, despite being threatened with legal action from residents who fear it is prone to flooding.

The 8.6 hectare site could now see 184 houses built, reduced from the 216 identified last year. In Rossendale Road, some 188 homes could go up.

But nearby resident Mr Martyn Bell, who has campaigned against the Local Plan, said: “The council has completely ignored all factual information from the residents.

“Burnley Council has now created a stall in the housing market in the town and a housing blight will ensue. In areas of the town where development is now sanctioned the present housing stock will slow down in occupancy transition.”

Brownfield areas include the former Baxi site (244) and Lambert Howarth where 100 homes could be built.
