Terrible state of shops let down town

I have been away for a few months and returned to find the Tower Building looking really dreadful. Colne looks so pretty when you drive up the main street and then at the traffic lights at the top it looks like you are in another town. There are mattresses and covers on the pavement. It looks dirty and more like a derelict building.

This is the first building people see coming into Colne from Skipton, etc. What are the council thinking letting shops like this open on the main road? It certainly brings down the tone of what all the other local shops are trying their best to brighten up to make Colne a special place to come to.
