Scaffolding gives me the creeps

Who is responsible for allowing both sides of Church Street to have scaffolding erected on the pavements at the same time? Is it the LCC Highways Department, the Clitheroe Town Council, or nobody? Does anybody know?

Church Street is a narrow, one-way street at the best of times, but now it is unpleasant and, I believe, unnecessary as the work on both buildings was planned; ie not emergencies.

I am not superstitious, although walking under ladders when there is someone at the top with a pot of paint, or water, is common sense to avoid. However, I don’t think I am alone when I say that walking near, or under, scaffolding makes me feel uncomfortable at the best of times, but the narrowness of Church Street, plus all that scaffolding, gives me the creeps.

If no-one and/or no company is responsible for giving permission, surely it is common sense for the owners/managers of the companies who own the buildings to communicate with each other before having scaffolding erected?

Does anyone know? I would like to know the answer.
