Charge to empty green bin is thin end of wedge


I can understand the need for the council to raise additional income, the charge will be levied against households in the higher rating bands. The only additional service these houses receive is the collection of garden waste. Expecting them to pay extra or opt out of these collections could herald the start of Pendle Council charging for other services currently included in the rates. Is this the thin edge of the wedge?
According to David Walker, it only works out at 50p a week, but this is too much considering this service has already been paid for.
Who makes these decisions, who agreed them and why were the people of Pendle not consulted?
