Car park fines, TK Maxx shoppers beware!

I had overstayed eight minutes on the car park at TK Maxx. It seems my car registration was photographed going in and coming out. I didn’t do this deliberately, but while shopping things beyond our control happen. When shopping in TK Maxx two hours pass like lighting.

Who decided, I wonder, that this piece of land in Burnley can be controlled by UKPC who can then make rules to control how long we can park and, in effect, control our shopping? In fact they build their business relying on people overstaying and paying fines. Does any of the money from fines come back into Burnley? I don’t know.
