Can you levy charge because bin is different colour?

I have received your recent correspondence which included the leaflet “Your Questions Answered”.

With regard to the question, “can I put garden waste in the grey refuse bin?”, part of the reply states it’s also better for the environment to compost this waste.

I fully agree with this statement so it is disappointing to learn the facility at Farrington Moss is unable to process garden waste currently going to landfill. This matter was recently discussed at a Blacko Parish Council meeting of which I currently hold the post of chair.

The non-segregation of garden waste brings into question whether you are allowed to levy a charge simply because the bin is a different colour. When will you fulfil your environmental obligations and start composting the material?
