New homes to be built on eyesore former mill site

A long-standing eyesore in Padiham could be the site for 56 new affordable homes.

The former Perseverance Mill site in Albion Street has been made the subject of an application from Calico Homes.

The mill was demolished in 2006 and the site has been derelict since, causing consternation among residents who branded it an eyesore.

Burnley Borough Council’s development control committee is now expected to consider the application.

The proposal includes opening up the culvert that runs across the site.

A Calico spokesman said: “Burnley Council’s current affordable housing requirements are a minimum 10 dwellings on schemes of 25 units provided to meet local housing needs in Burnley.

“The Burnley and Pendle Strategic Market Assessment revealed that there is a low proportion of social rented stock which has led to a significant need for new affordable housing.

It recommends that up to 40% of all new build stock should therefore be affordable and low cost market housing.

“Calico Homes proposal for the Perseverance Mill site provides 56 new homes to be let at affordable rent.”

The proposed mix includes:

• 29 two-bedroom houses;

• six two-bedroom bungalows;

• six three-bedroom houses;

• 11 one-bedroom houses;

• four one-bedroom flats.

The Joint Lancashire Structure Plan identified that Burnley should build 80 dwellings a year between 2006 and 2016.

The current number of houses being built in 2016 falls below the 80 required.

The Perseverance Mill proposal would contribute to 70% of the number of houses required for this year.

The planning consultation expires on December 12th.
