The first application for Walshaw Mill in Talbot Street was refused earlier this year over concerns the development would result in some harm to the conservation area within which the site is located.

The applicant had not demonstrated how the public benefits would outweigh this harm.

The fact that the proposal would result in the loss of an existing employment site was also cited.

Walshaw Mill is is a former weaving mill, built in 1913 and extended in the 1930s but has been used in recent years in connection with the pharmaceutical industry.

The report states that the "site is situated in a densely built up area and is surrounded by predominantly traditional terraced housing and more modern semi-detached houses built in the mid 1970s".

The proposed development is for the demolition of the existing buildings on the site and their replacement with a residential development.

Within the new application, it mentions that "as the mill is not listed and is of a lesser importance than the nearby Queens Mill, it is a reasonable conclusion that any such harm is at the lower end of the spectrum",

A number of public benefits are also listed including affordable housing, a reduction in the number of large commercial vehicles accessing the location and the visual appearance of the site being improved.

Anybody wishing to comment on the application has until September 22nd.
