Five-year ASBO for neighbour from hell

A WOMAN who has plagued Padiham with her drunken behaviour has been slapped with a five-year anti-social behaviour order.
Maralynne Holt, who also uses the surname Birchenough, lives in a caravan next to her fire-ravaged home in Partridge Hill Street and has caused misery for her neighbours with her drunken behaviour.

The order was granted at Reedley Magistrates' Court following an application by Burnley Council to protect residents.

The court was told that over the past year, the council and other partners, had sought to resolve the problem of Holt's drunken behaviour.
But despite this, her anti-social behaviour continued.

As a result of the order, Holt must not drink or be under the influence of alcohol in public, behave in a manner which causes harassment, alarm or distress, urinate in public or expose herself intentionally or otherwise.

The move follows the granting of an interim order that has already seen Holt arrested and imprisoned once for breaking its terms.

The magistrates acknowledged it was a sad case and there was some sympathy for Holt. However, the magistrates said it was clear it was unfair for people to have to put up with her anti-social behaviour.

Coun. Margaret Lishman said: "This council has a duty to protect the quality of life of all its residents and, while it will make every reasonable attempt to support vulnerable people, it will not tolerate continuous anti-social behaviour.

"In line with the Government's Respect Agenda, this order is just one of a series of measures which the council has effected to try to help this lady and reduce her anti-social behaviour to the benefit of the community."

The council's anti-social behaviour officer, Mr Dave Bussy, added: "Together with our partner agencies, we have offered help and support in the past. That support is ongoing. This order will assist us in this work, while putting in place firm measures to bring some long-term respite for her neighbours."
